          No, there no form of socialism that cuts taxes and give rebates. Socialism is when government workers come take your home and they take you to your new assigned living location.

      This isn’t a socialist policy - in effect it just transfers wealth from the province’s coffers to current land owners (who benefit from the payout a lot less than renters would).
