Is it only a slur if directed at soneone with mental disabilities? Is it a slur if durected at onself?

It actually is not, but it’s made into a slur.
That’s to say there are legitimate uses of the word. Most other slurs have the one meaning.
Nobody uses “retard” today to mean what it actually is. It’s replaced with either “intellectual disability” or “neurodivergent”
