Yes, that’s obvious, what I mean is if they have some kind of tools/functions that make it be able to do something others can’t. The example that comes in mind is when I was checking a website someone suggested me https://my.rhinoshield.eu/ where it says “your browser isn’t supported to do whatever it does, please install chrome”

The budget is very low. You can maybe find some deals around the web for some parts but not a whole “gaming” pc for 200€

But that’s a waste of money. I know, I know “My money, I do whatever I want” but to upgrade it, you basically have to throw away the whole pc (no mouse, monitor, keyboard, etc). To upgrade the GPU, you need a better Power supply, for a new CPU, you need a new Motherboard and probably RAM. I was curious and you can do what you want with your money, of course, I’m only saying you have to change the whole pc for the upgrade. Happy gaming tho!
