I’m not aware of any expansionist inclinations on the part of Kosovo. As for Belarus and Russia, they’re supported quite openly by Hungary and Slovakia, as well as being strongly supported by the Serbian public (though not by the govt). If this was just an idealistic imaginary united Europe, then Belarus and Russia should also have a place in it; if it is a realistic description of the current situation, then it’s just wrong.
The implications of excluding Belarus, Russia and Kosovo from ‘Europe’ are kinda odd.
