Anywhere not on its side that has people trying to exist: “omg everything they’re saying and doing is propaganda”
But seriously though, everywhere has biases and tries to influence others from the standpoint of those biases. This is the reality of what the west calls “propaganda”, similar to how it will call governments it doesn’t like “authoritarian” when every state is authoritarian in that it has to have a monopoly on violence to hold together. And every organization, even without a “state” entity, has to use some form of authority and consequences, formal or informal, to hold things together.
The western empire pretends to be “above” and “outside” these things, equipped to judge them from on high, when it has the most dishonest propaganda of anyone and some of the most violent authority in human history.
