police had seized two consignments of drugs, totalling 630kg of methamphetamine worth $220 million, and 112kg of cocaine worth $50.4m
One gang in particular may have a set of baggage handlers which they will almost hire or rent out to another gang, to take a cut of the profits.

How else did anyone think drugs were being imported into NZ?
Somewhat sensational given the article does have a quote pointing out it’s not a new nor novel smuggling route.
Having griped that gripe, good on the fuzz for busting a smuggling ring.
Perhaps AIA could improve pay and working conditions for baggage handlers to reduce the efficacy of the smuggler’s offers?
Or rewording that, creating further job opportunities for drug dealers.
Improving pay won’t do anything. You’ll never pay more than they make smuggling drugs.
They are already on decent wages with decent working conditions.
How about decrease pay and working conditions so that when a baggage handler suddenly gets money “from somewhere” it becomes more obvious?
Now that’s thinking with your Captialism.
